In the method presented in this study, a group of experts evaluate, in a pairwise manner, a set of forest areas with respect to the game species considered. On the basis of these comparisons, relative priorities of forest areas are estimated using the eigenvalue technique. Using regression analysis, a habitat suitability function is estimated in which the priority is predicted by measures already familiar in forest planning. As a case study, a habitat suitability function was estimated for black grouse (Tetrao tetrix, Lururus tetrix L.). The function is applicable in forestry planning carried out using modern planning techniques.

The paper discusses the principles of forest management in the state forests of Finland, and the contradictions in choosing between the different land uses. These principles of the forest management are sustainable use of natural resources, economic and effective management, and taking in account nature conservation, protection of environment, recreation services and employment issues in all activities of the Forest Service. Even regional policy affects the management planning in the state forests.

The paper discusses how the general trend towards increasing growth and productivity in the European societies is expressed also in forestry. It is reflected, for instance, in the increasing production and productivity of forest industries. Technological progress and call for economic growth require great flexibility from all resources. These pressures for effectiveness and production also concern Finnish forestry and forest management. Industrialization, urbanization and development of forestry have increased the pressure to use forests in recreation, preserving human environment and nature conservation in addition to production of timber. Through the development the definition of sustainability has become wider.

The study is based on a questionnaire sent to 5,000 randomly sampled persons representing the adult population in Finland. The results give a picture of the amounts of berries preserved for home use and the consumption patterns of berries and berry products in the population and its various subgroups. Non-commercial berry consumption accounts for a considerable part of the total use of fruits and berries. However, use of berries and berry products decreases with the degree of urbanization and from older age classes to young. The results support the view that imported fruits and commercial juices are substitute products to domestic berries. It would appear that the consumer’s choice between fruits and berries is primarily regulated by the availability of berries.

The term ’multiple use’ was introduced in Finland in the late 1960’s as a planning principle for the use of natural resources. It was hoped that multiple use, in contrast to ’single use’, would be less destructive and more amenable to multiple interests and to more efficient planning. However, the term ’multiple use’ carries several hidden assumptions which superficially at least seem easy to handle but which may, at the very end, prove equally destructive to the planned object. This term generally lacks the dimensions of time and place. In reality, different uses follow in a definite sequence and in definite place. As a planning strategy, multiple use may lead, if carelessly applied, to quite unexpected results that run contrary to the intended purposes.

This paper was presented in the ‘Man and the Biosphere’ programme project 2 seminar held on August 24–25 1978 in Hyytiälä research station of University of Helsinki.

The purpose of this study was to gain an insight into research problems and themes in multiple use of forests from a practical viewpoint. An inquiry concerning multiple use problems was sent to 597 organizations whose work related to multiple use of forests. Replies yielded 1,857 suggested research themes which were divided between different uses of forests. About half of the suggestions concerned the relations between timber production and the other uses of forests. The many propositions are due to the fact that timber production in its intensity has strong influence on the other uses of forests. The results of the study have been used in the planning of research in the multiple use of forests.

It is possible to show that many of the after-effects resulting from the disappearance of forest cover were well known already in ancient times. The invigorating effect of moving around freely in the forest and its artistic creative ability were also recognized as well as the healing effect of coniferous forest on people suffering from consumption. Hunting and the use of forests for cattle grazing is also an extremely old practice. The so-called by-products of the forest such as tree bark and leaves, as well as berries and fruits, have played an important role in the history of mankind from the very earliest beginnings.

The study deals with economic significance of forest landscape planning models used in regional planning in Finland. The »judge»-method is used among professional foresters working on private forestry boards in Southern Finland to define their view of what would be moderate level of costs of landscape management for private forest owners. A sample of 154 forest professionals working in district forestry boards in Southern Finland was sent a sociological questionnaire.

It was possible to form three hierarchical moderation classes by statistical grouping of judgement distributions. Prolongations in rotation ages and restrictions concerning ditching of forested bogs, forest read building and clear-cutting were considered the most immoderate models. Rather or wholly insignificant were evaluated such management models, which mean restrictions in »old fashioned» methods or which are already used in practice.

This paper deals with the problem of optimal multiple use of forests. The concept of attractive visual environment is analysed following the framework of conditional reflexes and conditionalization of needs. Uniformity of landscape preferences among a group of persons, forest professionals working in district forestry boards in Southern Finland, who have similar education and working environment is studied in empirical part of this paper. The sample of 154 persons were sent a sociological questionnaire.

The preference distribution of forest officers and forest technicians were found very similar. Only poor condition for wood production as a landscape feature was considered clearly negative. The answers show the demand for rational and active working environment as a factor directing the landscape preferences.

The purpose of forestry has hitherto been seen mainly as economic conservation, i.e. the use and management of timber resources on a sustainable yield basis. Along with the rising standard of living, however, amenity values of the environment will become more appreciated, which means that forestry and forest industries will be concerned with conservation of immaterial resources of nature as well. Since inland lakes cover some 10% of the surface area of Finland, and forests occupy more than 70% of the land area, forests and lakes are essential constituents of the Finnish environment during both work and leisure.

The main task of the pulp and paper industry in conservation is the control of water pollution. Today some 10% of Finnish lakes are polluted. Pulp and paper industries contribute 75% of the total waste water load of the Finnish lakes. Increasing water pollution can be prevented by improved processing technology, waste water treatment, and economic use of industrial wastes. Thus, the waste water load of the lakes has not increased in the last 10 years, despite doubling of pulp and paper production. According to the prognoses, by the year 2000 the waste water load from pulp and paper industries will be reduced to one half or one fourth of the present level although the capacity will still be increasing.

In forest management more emphasis should be paid on the aesthetic and recreational values of forests. Along with increasing leisure the need for recreational areas is growing. Scenic and recreational aspects must be considered in the management of industrial forests, too. With wise management, high timber yield is compatible with the maintenance of an enjoyable environment. Good silviculture takes account of timber production, wildlife management and landscape architecture simultaneously. National forestry development programs must be based on the principle of the multiple use of forests.
