The paper elaborates upon various theories to explain economic development and restructuring in the forested regions of advanced countries. The concepts of communities based on the forest sector and the concept of restructuring are discussed before presenting the diversity of relevant theories. Different theoretical approaches in geography and regional and socio-economic sciences are analysed, and the paper concludes that each theory gives only a partial explanation of restructuring under certain conditions. This paper recommends that an explanatory framework should take into account – in addition to general explanatory factors – sectoral, local-specific and policy-related factors and the role of human agency in attempts to explain restructuring and development.

The prefire fungal flora (polypores and corticoid fungi) of 284 dead trees, mainly fallen trunks of Norway spruce (Picea abies (L.) H. Karst.), was studied in 1991 in an old, spruce-dominated mesic forest in Southern Finland. Species diversity of the prefire fungal flora was very high, including a high proportion of locally rare species and four threatened polypore species in Finland.
In 1992 part of the study area (7.3 ha) was clear-cut and a 1.7 ha forest stand in the centre of study area was left standing with a tree volume of 150 m3/ha, and later on (June 1st) in the same year the whole area was burned. Burning was very efficient and all trees in the forest stand were dead one year after the fire. Also, the ground layer burned almost completely.
In 1993 the fungal flora of the 284 sample trees was studied again. Most of the trees had burned strongly and the fungal species diversity and the evenness in community structure had decreased considerably as compared with the prefire community. Species turnover was also great, especially in corticoid fungi. Greatest losses in the species numbers occurred in moderately and strongly decayed trees, in coniferous trees and in very strongly burned trees. Fungal flora of non-decayed and slightly decayed trees, deciduous trees and slightly burned trees seemed to have survived the fire quite well, and in these groups the species numbers had increased slightly as compared with the prefire community.
Fungal species suffering from fire (anthracophobe species) were mainly growing in moderately and strongly decayed trees before the fire, whereas species favoured by fire (anthracophile species) were growing in less decayed trees. No fruitbodies of threatened polypores or other "old-forest species" of polypores were found again after fire. Some very common and effective wood-rotting fungi (e.g. Fomitopsis pinicola, Fomes fomentarius, Antrodia serialis) survived the fire quite well (anthracoxene species). Species favoured by fire were mainly ruderal species which can utilize new, competition-free resources created by fire, and species that have their optima in dry and open places also outside forest-fire areas. Some rarities, e.g. Phanerochaete raduloides and Physisporinus rivulosus, were favoured by fire.

A brief overview of forestry in European Community (EC) of the 9 is presented. Forestry incentives seem necessary for increasing timber production on private ownership in order to avoid possible price inflation.
In the economic analysis of the program evaluation method proposed here to assess the efficiency of such incentives, a broad EC perspective is recommended to avoid erroneous conclusion. The evaluation made from the prospect of a member country only is artificial and is influenced by EC policies anyway. The evaluation changes depending on whether these EC policies are considered given and immutable or not.

Professor V. Sukachev, a Soviet developer of the doctrine of forest types, published a guide to the study of forest types in 1931. He states in the introduction of the guide that his aim is to facilitate the work of beginners in determining forest types and to instruct them in developing methods for their description and classification.
This Finnish edition of the guide includes new picture material and has an extensive supplementary preface, written by the author, that presents his view on forest types. The guide describes the concept of forest types, methods of describing forest types, guidelines to material collected in the forests and principles of classification of the different forest types.

The aim of the study was to develop an determination method to define vegetation type of fen-like pine swamps, which are combinations of two peatland types, quagmire and pine swamp. Typical for this peatland type is that the vegetation is very heterogenous. Patches of different types of plant communities are found within a small area, but in a large scale, there are only few main types of plant communities. The commonly used way to use sample plots to study tree stands suit poorly to determine the type of this kind of heterogenous ground vegetation. The article compares strip survey and circular plot survey, of which circular plot survey is determined to be less time consuming. The article describes a way to choose the locations of sample points to achieve most correct areas for different plant communities.

The article has an introduction, a part about the meaning of the natural classification of forest sites and up to now conducted studies on site classification. The second part presents the characteristics of plant communities and the forest types, and practical and theoretical meaning of forest types.
Classifying the forest sites is important in practical forestry, because the forest growth and forest valuation are dependent on the productivity of the soil. The classification of the sites for forest management purposes needs to result in classes that are easily distinguished in the forest. This then leads to forest management that best fits to a certain forest site.

To be able to exactly describe the similarities and differences of vegetation in certain areas, classifying the vegetation only in communities or formations is not enough. Therefore more classes are needed. The classification according the horizontal layers is based on the heights of plants and their relations to each other. Every population in one community has own area of height which extends to horizontal direction.
In comparison with populations the vegetation horizons create a biologically validated comparison of different vegetation groups and their parts. Defining the populations and vegetation horizons creates a division and systematization of plant communities on an ecological basis.

The article is a detailed review on the problems in the general parceling out of land (isojako) in Kuusamo, Kemijärvi and Kuolanjärvi counties from the context of forest policy. The disputes about division of the land originate from military tenure contracts (knihtikohtrahti) made with the local tenants in 1700s. Later some counties got alleviations in the contracts concerning taxation and partition of land. These alleviations delayed the parceling out of land in the area. According to the article, from the forest policy point of view, the inhabitants in Kuusamo, Kemijärvi and Kuolanjärvi were conveyed disproportionately large forest properties from the state due to the military tenure contracts. This gave them undue benefits from the state compared to the neighbouring counties.

Mechanical site preparation (MSP) is used prior to planting to control competing vegetation and enhance soil conditions, particularly in areas prone to paludification. Tree planting density can be adapted to the management context and objectives, as it influences yield and wood quality. However, the combined effects of MSP and planting density on understory vegetation composition, functional traits, and diversity remain uncertain. We thus conducted a study in the Clay Belt region of northwestern Quebec, Canada. After careful logging, the study area was divided into nine sites, each receiving one of three treatments: plowing, disc trenching, or no preparation. Sites were further divided into two, with black spruce (Picea mariana [Mill.] Britton, Sterns & Poggenb.) seedlings planted at either a low planting density of 1100 seedlings ha-1 or a high planting density of 2500 seedlings ha-1. After nine years, we assessed understory composition, diversity, key functional traits, sapling density and growth of planted trees. Careful logging alone led to a higher density of naturally established conifers compared to plowing or disc trenching. The interaction between planting density and MSP significantly influenced understory diversity and composition in plowed plots. Understory composition was affected by the soil C/N ratio, coniferous species, and deciduous species density. The growth of black spruce was notably enhanced with higher planting density in the plow treatment only. Neither planting density nor MSP alone affected tree height and diameter. Our results suggest that combining plowing with high-density planting can enhance stand growth and improve forest productivity. These findings guide future research on paludified forests.

This study evaluated the transformation of a Pinus tabuliformis Carrière forest into a near-natural forest after 60 years of natural development. The structure and soil characteristics of P. tabuliformis planted forest, the near-natural forest (coniferous-broadleaved P. tabuliformis mixed forest), and secondary forest (Quercus mongolica Fisch. ex Ledeb. forest) were compared. Tree, shrub and herb species diversity of the mixed and Q. mongolica forests was higher than that of the planted P. tabuliformis forest. Examination of soil characteristics revealed that compared to the pure pine forest, nitrogen (N) and phosphorus (P) concentrations of the mixed and Q. mongolica forests increased in the forest floor and soil, but total carbon (C) concentration decreased in the forest floor, countered by increases in the soil. Furthermore, soil cation exchange capacity (CEC) and pH in the P. tabuliformis forest increased when deciduous broadleaved species were present. Total microbial biomass and bacterial biomass in the soils were greatest in the Q. mongolica forest, followed by the mixed, and then the P. tabuliformis forests. However, fungal biomass did not significantly differ among the three forests. Overall, the findings of this study suggest that different forest types can affect soil microbial biomass and community structure. Meanwhile, the natural development is recommended as a potential management alternative to near-natural transformation of a P. tabuliformis planted forest.

Development of species composition during succession is well studied in natural boreal forests, but empirical assessments of how within-stand spatial structure develops in late-successional stages are few. Here, we quantified spatial patterns in three unmanaged stands consisting of Picea abies (L.) Karst. and Betula pubescens Ehrh. and Betula pendula Roth (hereafter Betula spp.) in northern boreal Fennoscandia. We conducted a comprehensive analysis of small-scale spatial point patterns in three fully mapped 1.2-ha sample plots, representing different forest developmental stages: mid-successional, late-successional and old-growth forest. We used several variants of Ripley’s K-function to analyze the spatial point patterns along the successional gradient. Univariate analyses showed that mature trees of both species were either randomly distributed or clumped. P. abies saplings were clumped, and Betula spp. saplings occurred in a random or clumped manner. In the bivariate analyses, saplings were more likely to be found in the surroundings of mature trees of the same species, but occurred independent of the individuals of other tree species. Mature trees showed interspecific repulsion. Only modest differences occurred in the univariate patterns between the three successional stages, but in the bivariate analyses the most evident patterns, i.e. intraspecific attraction and interspecific repulsion, were stronger in the older successional stages. Overall, the studied stands appear structured as species-specific mosaics. These mosaics, along with mixed species composition, seem to be maintained by species self-replacement, which contrasts with findings from earlier studies.

The purpose of this study was to examine how the age of a stand of post-agricultural Scots pine forests affects the species composition, biomass and the carbon stock of the forest understorey. The community structure and species composition were studied in 75 plots (100 m2 in size), the amount of biomass, organic carbon and total nitrogen were analysed in 75 subplots (1/16 m2 in size). The plots were located in 21 plantations with the stand age of 41–60, 61–80 and over 80-years. Results show that the understorey species diversity increased with the increasing age of Scots pine stands, and the structure and species composition of secondary forests (although managed for timber production) became similar to the fresh pine forest of the European temperate region (Leucobryo-Pinetum community). Despite the increasing species diversity, however, only six understorey vascular and moss species played an important role in the biomass accumulation and C sequestration. Due to the differences in the dominant species composition, the total amount of understorey biomass significantly differed among the forest stands. The mean moss biomass ranged from 3046 kg ha–1 in 41–60-year-old stands, trough 2686 kg ha–1 in 61–80-year-old stands to 2273 kg ha–1 in over 80-year-old stands, and the mean understorey vascular plant biomass amounted to 2 kg ha–1, 1924 kg ha–1 and 3508 kg ha–1, respectively. The concentration of organic C varied considerably between species; it was the highest in Vaccinium myrtillus (50.6%) and in Dicranum polysetum (49.5%). The total mass of C was nearly 800 kg ha–1 in the youngest forests, in the subsequent age series it was two times higher and 3.5 times higher in the oldest ones. Differences in the species composition and in the C/N ratio in different species (generally higher for vascular plants and lower for mosses) were expressed in an increase in the understorey C/N ratio, which was 39.5, 46.6 and 48.6, respectively.

To safeguard overall sustainability in forest resource management, the ecological, economic, social, and cultural dimensions of sustainability should all be considered. However, the socio-cultural impacts are frequently contemplated only weakly in sustainability assessments. Hitherto, attempts to operationalize socio-cultural impacts arising from economic utilization or conservation of forest resources have been perceived as vague when compared to rigorous ecological and economic indicators. One reason is that socio-cultural impacts of forest management on individuals and communities are many and by nature context- and case-specific: they need local definition, which hampers diffusion of good solutions. This study developed a multi-criteria method for measuring and monitoring socio-cultural impacts of forest resource management; the case of cooperation network projects within Forest Biodiversity Programme for Southern Finland (METSO) provided empirical data. Based on a literature review, a set of 10 criteria and 25 indicators was compiled. Cumulative utility scores, presenting networks’ contributions to socio-cultural sustainability, were generated using performance, expert evaluation and weighting data and an additive utility model. The method enables longitudinal monitoring of socio-cultural impacts, which is beneficial because outcomes are different at different time points of projects’ life cycles and some appear with a delay. The method can be used in comparing sub-utility distributions i.e. monitoring units’ performance profiles, providing valuable information for policy-makers. The multi-criteria approach and the list of socio-cultural criteria are internationally transferable to other countries and contexts such as forest bioenergy, nature tourism, watershed management, that call for analysing socio-cultural impacts of forest resource management activity on private lands.

This study was conducted to investigate the rehabilitative effects of planting Acacia auriculiformis trees on degraded land by observing variations in soil bacterial community profiles provided by community-level physiological profiling. Soil bacterial and physicochemical comparisons between an original evergreen forest and the Acacia plantation plot, established on an area severely degraded as a result of deforestation, showed that most soil characteristics were rehabilitated 18 to 19 years after the plantation of Acacia according to single variables, Shannon and Simpson diversity indices based on the community-level physiological profiles, principal component analysis and redundancy analysis. However, a more strict statistical comparison, discriminant analysis, completely discriminated between the Acacia plantation and the evergreen forest soils when the community-level physiological profiles were compared. Thus, the Acacia plantation soil was shown to still be in the process to full recovery. Here, we discuss the relevance of planting A. auriculiformis in land rehabilitation schemes in savanna regions.

Fire, the primary natural disturbance factor in Fennoscandian boreal forests, is considered to have exerted major selection pressure on most boreal forest organisms. However, recent studies show that few ectomycorrhizal (EM) fungi appear to have evolved post-fire adaptations, no succession of EM fungi following fire is apparent after low intensity fires, and only two EM fungal taxa exclusively fruit at post-fire conditions. In this paper I review the present knowledge of effects of forest fire on EM fungal communities in Fennscandian boreal forests, put into perspective by a comparison from other parts of the world. Characteristically, these boreal forests consist of less than a handful of tree species, e.g. Scots pine and Norway spruce, while the below ground communities of EM fungi is impressively species rich with presently more than 700 known taxa. Commonly, forest fires in Fennoscandia have been of low intensity, with a considerable portion of the trees surviving and the organic humus layer partly escaping combustion. Hence, EM fungi appear to largely have evolved under conditions characterised by a more or less continuous presence of their hosts. In fact, the composition of EM fungi within a forest appear be more variable due to spatial variation than due to wildfire. However, in areas with high intensity burns and high tree mortality, most EM fungi may locally be killed. Thus, the legacy of EM fungi following wildfire depends on the survival of trees, which determine the potential for mycorrhizal growth, and the combustion and heating of the organic soil, which directly correlate to mortality of mycorrhizas. The questions if and to what degree fires may be of significance for yet unidentified spatiotemporal dynamics of EM fungal populations and communities are discussed. Recent experiments indicate a few EM fungi are favoured by high intensity burn conditions whereas others disappear. The consequences of wildfires in temperate conifer forests differ considerably from those in boreal forests. Wildfires in temperate conifer forests are typically high intensity stand-replacing fires that cause a total combustion of organic layers. Subsequently, pre-fire EM fungal communities are largely eradicated and a succession of post-fire EM fungi is initiated.

This paper reviews the expectations for forestry’s contribution to rural development – and for its special contributions to the most disadvantaged, to women and the landless users of the forest commons. A growing literature challenges some of these expectations; in particular, certain expectations about cultural differences and physical stocks as explanatory factors for patterns of household behavior. This literature could also be used to support a call for sharper definitions of deforestation, improved indicators of the effects of forest resources on the rural poor, and improved design of forest policy interventions. Our paper reviews the literature, suggests some unifying themes, and identifies the critical issues that remain unanswered. The primary contention arising from this literature is that households follow systematic patterns of economic behavior in their consumption and production of forest resources, and that policy interventions in social forestry should be analyzed with regard to markets, policies, and institutions. Markets for forest resources generally exist in some form – although they may be thin. Successful forestry projects and policies require careful identification of the target populations and careful estimation of market and market-related effects on the household behavior of these populations. Institutional structures that assure secure rights for scarce forest resources are uniquely important in a forest enviornment often characterized by open access resources and weak government administration. Social and community forestry, improved stoves, improved strains of multi-purpose trees, and even private commercial forest operations can all improve local welfare, but only where scarcity is correctly identified and the appropriate institutions are in place. An increasing number of observations of afforestation from developing countries around the world is evidence that forestry activities do satisfy these conditions in selective important cases. The critical point for policy is to identify the characteristics of these successful cases that are predictive of other cases where new forestry activities can be welfare enhancing.

Detecting and monitoring forest disturbance from selective logging is necessary to develop effective strategies and polices that conserve tropical forests and mitigate climate change. We assessed the potential of using the remote sensing tool, CLASlite forest monitoring system, to detect disturbance from timber harvesting in four community forests (ejidos) of the Selva Maya on the Yucatan Peninsula, Mexico. Selective logging impacts (e.g. felling gaps, skid trails, logging roads and log landings) were mapped using GPS in the 2014 annual cutting areas (ACAs) of each ejido. We processed and analyzed two pre-harvest Landsat images (2001 and 2013) and one post-harvest image (November 2014) with the CLASlite system, producing maps of degraded, deforested and unlogged areas in each ACA. Based on reference points of disturbed (felling and skidding), deforested (log landings and roads) and unlogged areas in each ACA, we applied accuracy assessments which showed very low overall accuracies (<19.1%). Selective logging impacts, mainly from log landings and new logging road construction, were detected in only one ejido which had the highest logging intensity (7 m3 ha–1).
